Description of Board and Responsibilities:
The TIRC is an advisory body that reviews a Company’s performance of contractual items that are offered in exchange for a reduction of Real Property taxes. Items such as Real Property investment, Job Retention / Creation, and other like criteria, determine the length and percentage of exemption. A complete listing of the types of incentives reviewed can be found in ORC Section 5709.85. Once reviewed, the recommendations are then forwarded to the Municipality’s Council for action as to accept, alter, or amend the contract based on the TIRC’s findings. Ohio law mandates that a TIRC exist for each community that offers the types of tax incentives detailed in ORC Section 5709.85. Additionally, each community’s TIRC must meet on an annual basis.

Members are subject to appointment by the County Executive and must be vetted as capable. The County Auditor or designee shall serve as the chairperson of the council.
