Cuyahoga County Councilman Michael J. Houser Sr. has built his public service career around a simple belief: government should deliver real results for the people it serves. Born and raised on Cleveland’s East Side, Houser brings a unique perspective to county leadership as the only member of Council to have served on both the administrative and legislative sides of county government.
As Chair of the Community Development and Housing Committee, he created his Housing with Houser initiative, that established the $1 million District 10 Housing Fund to expand homeownership and strengthen neighborhoods. Houser also help led the advancement of more than $10 million in housing investments, including affordable housing gap financing, home repair and construction lending programs, and the County’s locally controlled Housing Fund Pilot that expanded housing access for seniors, veterans, and residents with disabilities.
Houser founded the Cuyahoga County Office of Violence Prevention, one of only a dozen county level offices of its kind in the nation, and led unanimous passage of the nationally recognized Tamir Rice Act, making Cuyahoga County the first county in Ohio to ban the sale of gun shaped novelty lighters and creating a blueprint later followed by the City of Dayton. Recognizing that safer communities also require healing, Houser founded The Check In: Cuyahoga County Mental Health Summit, connecting residents with mental health resources, community dialogue, and nationally recognized voices.
His legislative record has strengthened civil rights and expanded economic opportunity across Cuyahoga County. He served as architect of Cuyahoga County’s first Community Benefits Agreement framework, requiring major County assisted developments to demonstrate tangible community benefits in return for public investment. He authored the CROWN Act, making Cuyahoga County the first jurisdiction in Ohio to prohibit race based hair discrimination, and was an original sponsor of the County’s LGBTQIA+ nondiscrimination legislation.
Before joining County Council, Houser established Cuyahoga County’s first Voting Rights Coordinator and created the Your Voice Matters Youth Summit, engaging young people across Cuyahoga County in civic participation and leadership. A graduate of the Cleveland Metropolitan School District, Houser earned a Master of Public Administration from Cleveland State University and a bachelor’s degree with honors from Kent State University. Above all is the proud father of Michael Houser Jr., affectionately known as Bubba.
