FitzGerald Announces Loaned Executive Business Leaders

CLEVELAND – Cuyahoga County Executive Ed FitzGerald announced today the first business leaders to sign on to the Loaned Executive Program, a new public-private partnership that will recruit individuals to help implement recommendations and lend technical expertise on various aspects of the transition to a new county executive form of government.

The first business leaders to consult with County staff on how to bring greater effectiveness to county government are: William W. Blausey, Jr., Judith Simpson, Jon L. Gorney, Fred Lombardo, and Virginia Benjamin.

“We value having a non-governmental perspective on ways to promote efficiency throughout the new county government,” FitzGerald said.

William W. Blausey, Jr. is the senior vice president and chief information officer for Eaton Corporation. Bill was co-chair of the Information Technology work group for the Cuyahoga County Transition, where he led a group of volunteers who worked on a set of recommendations in support of the new charter government. Bill will be reviewing the process for issuing a Request for Proposals, lending his expertise to improve procurement efficiency.

Judith G. Simpson is the vice president for community investment for United Way of Greater Cleveland. Judy restructured United Way’s community planning and grant making activities, including the creation of an outcome-driven, strategic approach to distributing approximately $22 million in annual fund programming. Judy will be lending her experience to consulting on CountyStat, an empirical system of measuring departmental and agency performance and comparing them to nation-wide best practices and local goals.

Jon L. Gorney is a retired executive vice-president of PNC (formerly National City Corporation), where he was responsible for corporate operations and information services, including technology across all of the businesses within the company. Jon will be analyzing the Chief Information Officer position and the IT department for long-range planning.

Fred Lombardo served as the IT manager for Latin America and Asia-Pacific for Corning, where he worked with overseas operations in the evaluation, selection, project planning and implementation of business applications software on an enterprise-wide basis, which yielded cost reduction and improved customer service.

Fred, who served on the IT applications and software work group for the Cuyahoga County Transition, will be matching systems solutions to county-wide needs for greater efficiency.

Virginia Benjamin serves as chair of Calfee’s public law and finance group. GiGi’s expertise encompasses all types of public finance for municipalities, counties, the State of Ohio and related agencies. GiGi will provide legal analysis for new and creative economic development financing.
