FitzGerald Urges County Residents to Apply for Free Health Insurance

While the economic recession has continued to erode health coverage for families, the Healthy Start county program offers health insurance for low-to-moderate income families

CLEVELAND - In response to the recent findings of the Ohio Family Health Survey that were released earlier this week, Cuyahoga County Executive Ed FitzGerald stresses the importance of Healthy Start to Cuyahoga County residents.  Healthy Start is a Cuyahoga County program that provides free health insurance for low- to moderate - income families with children up to age 19.  One-third of Cuyahoga County’s eligible children are enrolled in Healthy Start.   

“The economic recession has been devastating to families here in our county,” said FitzGerald.  “Our hope is that we can reach out to families and connect them to programs like Healthy Start so that the children in Cuyahoga County receive the health care and immunizations that they need.”   

Eligibility for Healthy Start is determined by the number of persons in the household and the total household income.  For example, a family of four with an income of $44,100 or less a year is eligible for Healthy Start.   

Once enrolled, families would receive health care from a Managed Care Plan, which provides a number of health care services including:
  • Regular checkups
  • Immunizations
  • Prescriptions
  • Dental care
  • Eye care
  • Hospitalization
  • Emergency care
  • Prenatal and postnatal services
Families may choose either Caresource or Wellcare as their Managed Care Plan.  The Plans provide services at any of the leading hospitals systems, including Cleveland Clinic, University Hospitals and Metrohealth Medical System.    

Families may apply for Healthy Start by calling the Healthy Start Hotline at (216) 987-7346 or by walking into one of Cuyahoga County’s neighborhood centers.  Applications are also available online at: https://www.benefits.gov/benefit/1610.
