Reid to Continue Efforts Cleaning up Sheriff's Office

FitzGerald also announces Chief of Staff, Operations and HR Chiefs


CLEVELAND – Cuyahoga County Executive Ed FitzGerald announced today that Sheriff Bob Reid will continue his work improving and professionalizing the Cuyahoga County Sheriff’s Department. FitzGerald also named Matt Carroll as Chief of Staff, Sharon Cole as Deputy Chief of Staff for Operations and Elise Hara as Director of Human Resources & Employment Counsel. 

“Bob Reid has made steady progress cleaning up the Sheriff’s Department,” said FitzGerald. “Sheriff Reid has demonstrated his leadership abilities and his integrity over the last several months and it’s clear to me that he is the best candidate for this job.” 

In 2009, Reid was brought into the Sheriff’s Department to improve and professionalize the office. Reid made several key decisions to clean up the office including ending the ceremonial badge program, saving the county money by ending the practice of paying neighboring cities to house prisoners and he barred Sheriff’s appraisers from buying foreclosed properties. 

FitzGerald also named his Transition Director, Matt Carroll as Chief of Staff. Carroll had been the Director of the City of Cleveland Department of Public Health since 2002 and has over 13 years of experience in government. Carroll began his career as an Attorney with Baker and Hostetler and has served in the Cleveland Law Department, at Parkworks, Inc., a non-profit organization, and also in the Human Services Department at Cuyahoga County. Carroll's undergraduate degree is from Brown University and law degree is from Georgetown University Law Center.

“Matt is a dedicated public servant who understands the importance of running an efficient and effective government,” said FitzGerald. “Matt played an important role through the transition and I’m thankful for his service and dedication to improving Cuyahoga County government.” 

Sharon Cole also served on the transition team and was named as Deputy Chief of Staff for Operations. Sharon has worked in the public sector as a legislative assistant at the Federal, State, and Municipal levels. In addition, Cole worked at Anderson Consulting and was a technology specialist in both the private and non-profit sectors for more than 10 years. She holds two degrees in electrical engineering.

“Sharon is an extremely hard working individual with the skills and dedication to see the county through these major operational changes,” FitzGerald said. “She is a strong leader with a passion for public service and she knows the importance of creating efficiencies to get things done.” 

Elise Hara was also named as Director of Human Resources & Employment Counsel for Cuyahoga County. Fitzgerald said that “Elise’s government experience as legal counsel to political subdivisions combined with her private sector experience in managing human resources, legal affairs and employment matters will be a tremendous asset to our office.”

For the last seven years Hara has served as General Counsel for the Eliza Jennings Senior Care Network, one of the largest not-for-profit providers of care and services for older adults in the greater Cleveland area. She was recently promoted as Vice President of Legal Affairs and has successfully managed the Human Resources department during her tenure.
