Budish Announces Fiscal Officer and Treasurer Appointments

CLEVELAND – Cuyahoga County Executive Armond Budish today announced that he will submit to County Council the appointments of Dennis Kennedy, CPA to serve as Fiscal Officer and Christopher Murray to serve as Treasurer.

"Dennis and Chris are two of the most talented and dedicated public servants in Northeast Ohio," said Budish. "Responsible and effective stewardship of taxpayer dollars is most important and I am grateful that they will be serving in my administration and providing critical advice to ensure we best serve the interests of Cuyahoga County residents."

Kennedy joins the Budish administration with extensive public fiscal management experience, including the last three years as finance director for the City of Solon, where his work was recognized with a Certificate of Achievement for Excellence in Financial Reporting from the Government Finance Officers Association. A graduate of Cleveland State University, Kennedy has also served as finance director for the City of Brooklyn, executive director of the Ohio Lottery Commission, and finance director for the City of Beachwood. As Fiscal Officer, he will oversee all operations that the County Charter vests in the auditor and recorder.

Murray, who has worked for Cuyahoga County since 1992, has served for the past year as interim director of the office of budget and management. In this capacity, he oversaw the analysis and interpretation of financial matters affecting the county, including reviewing and preparing capital improvement budgets, reporting estimates of resources and expenditures, identifying new sources of revenue, and performing debt management functions. Murray graduated from the University of Dayton in 1989.

"It has been a privilege to serve the taxpayers of Cuyahoga County throughout my career in public service," said Murray. "I am excited for this opportunity to take on new challenges and build a strong financial outlook for years to come."  

Under Murray’s direction, Cuyahoga County has maintained its Distinguished Budget Presentation Award from the Government Finance Officers Association. As Treasurer, Murray will oversee the collection of up to $2 billion in taxes annually, manage a $500 million investment portfolio, and handle the disbursement of tax revenue to school districts, municipalities, libraries, and other taxing subdivisions. Murray will also be responsible for assisting residents in identifying unclaimed funds they may be owed by the State of Ohio. 

Both appointments are subject to the approval of County Council.
