David Feinerman Named Cuyahoga County’s Head of Workforce Innovation

New role will focus on integrating workforce programs as well as economic development and job training.
Cleveland, OH – Cuyahoga County is pleased to announce David Feinerman as Head of Workforce Innovation. This role is integral to realizing the County Executive’s plan to fully integrate economic development, workforce development and human services to provide meaningful and substantive opportunities for employment and economic inclusion.
This newly created role coordinates various workforce initiatives designed to:
- Support business growth and profitability through a workforce pipeline that delivers a sufficient and steady supply of qualified candidates at all skill levels to keep jobs filled.
- Help residents with employment barriers become skilled workers pursuing career and wage pathways.
- Build alignment among public, private and philanthropic funders to invest separate workforce dollars in ways that move forward shared goals and priorities, and to measure success by shared outcomes and impact.

Feinerman joins the county after spending 5 years at The Northeast Ohio Regional Sewer District where he was responsible for overseeing organization-wide hiring and selection, employment branding and talent program development.
During his tenure at the Sewer District, David and his team developed and executed strategic workforce programs that helped the organization access a diverse pool of entry level and experienced talent. Prior to joining the Sewer District, David helped develop a comprehensive workforce support program in New York City assisting families impacted by the recent Recession.
David received a Master of Science in Social Work from Columbia University and is certified as a Senior Human Resources Professional by the Society for Human Resource Management and the Human Resources Certification Institute.
Mr. Feinerman will be part of the Department of Development.
