Cuyahoga County Board of Revision Taking 2018 Valuation Complaints

CLEVELAND – Following the 2018 sexennial reappraisal and concerns from property owners that their property values have risen, Cuyahoga County residents may now submit valuation complaints to the Board of Revision (BOR).

Taxpayers have until April 1, 2019 to file a complaint.

“Filing a complaint with the Board of Revision is your opportunity to sit down with the hearing board and present your case as to why your tax year 2018 property value is too high,” said Shelley Davis, Administrator, Cuyahoga County Board of Revision.

There are several different ways to file a complaint. You can:
  • E-File online, through email. This is the most efficient method. Online filing does not require notarization.
  • Print a form and mail it in. Paper copies need to be signed and notarized.
  • Visit the BOR office at 2079 East Ninth Street, Cleveland Ohio and fill out a complaint in person. There is usually a notary on site.

The Board of Revision will set a hearing date that homeowners are encouraged to attend, as hearing officers often have questions regarding the details of the case.

Timing of a scheduled hearing will depend on the complexity of a case, number of parties involved in the case and if the BOR is required to make notice to a Board of Education. Taxpayers willing to waive their 10-day hearing notice usually can be scheduled in-between vacancies. Taxpayers are encouraged to submit evidence supporting their case.

The Board of Revision website provides some examples of the kind of evidence you can submit. Please note that all your evidence material MUST be labeled with the parcel number.
