Real Estate Consolidation Creates Cost Efficiencies and Improves Service Delivery

County Issues Formal RFP For Sale of Four Properties

CLEVELAND
– Cuyahoga County has issued a formal request for proposal (RFP) for the sale of four county owned properties. The sale is part of the last phase of a real estate consolidation plan led by the County’s Department of Public Works. The consolidation is part of three-phased strategic plan created in 2011 after the County assessed its real estate portfolio and recognized the opportunity for cost efficiencies, revenue and improvements to service delivery.

Phase one of the strategic plan involved County administrative offices reorganizing and consolidating in the new Administrative Headquarters building on East 9th and Prospect Avenue, and phase two included various archival and storage sites merging and consolidating at the new County Archives Building, located at East 40th and Perkins Avenue. This final phase consolidates three of the Department of Public Works’ Operations and Maintenance locations into a single location, which include road and bridge inspection and maintenance, sewer maintenance operations and fleet services.

“It is important that we always look for opportunities for revenue and operational efficiencies in all areas of the County, even as we continue to provide great services to our residents,” said Cuyahoga County Executive Armond Budish. “I applaud our Public Works Department, under the direction of Michael Dever, for their work to consolidate the operations and maintenance facility to create cost efficiencies and savings for the County.”

Included in the RFP is the Bridge Garage at the juncture of West 25th Street and the Detroit-Superior Bridge, located near Ohio City and Hingetown, areas that are seeing rapid growth. The property is located across the street from the Quarter, a recently constructed apartment, office and retail project.

“This consolidation will improve our delivery of services by providing a centralized location for our Operations and Maintenance groups, improving staff and managerial efficiencies. The new location will include new capabilities, such as training/meeting spaces, additional protected storage for vehicles and materials, maximized availability of County vehicles and emergency management vehicle storage,” said Michael Dever, Cuyahoga County Director of Public Works.

The following properties are included in the RFP:
  1. The Sanitary Engineers Building located at 6100 W. Canal Rd. Valley View, OH 44125
  2. The Brookpark Maintenance Yard located at 4000 Brookpark Rd. Cleveland, OH 44134
  3. The York Maintenance Yard located at 14875 York Rd. North Royalton, OH 44133
  4. The Bridge Garage located 2429 W. Superior Viaduct Cleveland, OH 44113

Potential Proposers are required to complete and submit an RFP Registration. The RFP Registration should be submitted via email to dtaseff@allegrorealty.com and agimbel@allegrorealty.com.

The deadline to submit proposals is March 18, 2019 at 2:00 PM.

Potential Proposers are encouraged to submit offers for any or multiple properties, but it is not a requirement to address more than one property to make a submission.
