2018 Budget Shows Fiscal Health of Cuyahoga County Strong

CLEVELAND – The Cuyahoga County Fiscal Office recently released its 2018 budget report to County Council. The report reflects the County’s strong fiscal stewardship of the overall budget. The General Operating Fund, the main operating fund in the County budget, ended 2018 with an operating surplus, after excluding one-time use of capital reserves for: Enterprise Resource Planning, Jail Regionalization, Cleveland Police Headquarters and the Harvard Garage, all of which would have otherwise been bonded. Had those projects been bonded, the cost to the County would have increased.
“The County is focused on financial discipline and fiscal stewardship of taxpayer dollars so that we can effectively deliver the services residents count on,” said Cuyahoga County Executive Armond Budish. “Under the direction of the County’s Fiscal Officer, Dennis Kennedy and the Director of Budget and Management, Maggie Keenan, we adhere to the highest standards and best practices in public finance.”
The ending cash balance in the County’s general fund totaled $162 million in 2018, which is 35 percent of total expenditures. The County Code requires a cash balance in the General Fund equal to no less than 25 percent of total expenditures. In 2018, the County remained well above the Code requirement.
“I am pleased that we ended 2018 with an operating surplus in our General Fund,” said Cuyahoga County Fiscal Officer, Dennis Kennedy. “This shows that we are practicing conservative fiscal management and working to be more efficient in our service delivery.”
