St. Clair Avenue Bridge Rehabilitation

CLEVELAND – The Cuyahoga County Department of Public Works proposes to rehabilitate the deficient St. Clair Avenue Bridge over Doan Brook in the City of Cleveland. The existing bridge is a 20-foot clear span, 150-foot long semicircular stone arch buried in over 20 feet of fill. The work includes rehabilitating the slip-lining of the entire arch, repairing stone masonry, and reconstructing right channel walls and right forward wingwall. Minor amounts of permanent and temporary right-of-way are required for this project to allow room for construction and to bring the existing bridge into the roadway right-of-way. At least one lane of traffic will be maintained in each direction. Construction is scheduled to begin in spring 2021 and will last approximately seven months.
The project will restrict access to Rockefeller Park in the vicinity of the bridge. Access to the remainder of Rockefeller Park will be maintained during construction. Rockefeller Park is a recognized Section 4(f) property in accordance with 23 CFR 774 and is provided protection from adverse impacts due to federal-aid transportation projects.
The County has coordinated the project’s involvement with the City of Cleveland Department of Public Works and will implement measures to minimize the impacts to the recreational properties. The City has concurred that the project will not adversely affect the protected recreational activities, features, or attributes associated with these resources.
Due to the necessary permanent acquisition of land associated with Rockefeller Park, the Cuyahoga County Department of Public Works is seeking public input regarding these effects and the project in general. Comments will be received through October 26, 2019.
The environmental review, consultation, and other actions required by applicable federal environmental laws for these projects are being or have been carried out by ODOT pursuant to 23 U.S.C. 327 and a Memorandum of Understanding dated June 6, 2018 and executed by FHWA and ODOT.
