Michael Chambers Named New Fiscal Officer, Walter Parfejewiec Named New OBM Director

CUYAHOGA COUNTY, OH – Cuyahoga County Executive Armond Budish announced today that he is making two appointments to his leadership staff.

Subject to confirmation by council, Michael Chambers will be named the new Fiscal Officer. Walter Parfejewiec will be named the new Director of the Office of Budget Management (OBM) of the County.

Chambers was previously Interim Fiscal Officer beginning October 19, 2019, and prior to that held the position of Operations and Finance Administrator for the Department of Public Works. As Administrator, Chambers oversaw, managed and administered operations and finance activities of the Public Works Department related to roads and bridges, sanitary sewers, building, property and other public improvements. He oversaw an annual operating budget of $125 million and a capital budget of $125 million. Chambers has worked for Cuyahoga County on and off for 30 years.

Parfejewiec was previously the Interim OBM Director beginning December 12, 2019, and prior to that held the position of Director for the Department of Health & Human Services (HHS). Parfejewiec held the role of Chief Financial Officer of HHS for 18 years, where he managed the budgets and financial operations for all HHS programs including Public Assistance, Children’s Services and Child Support programs. Parfejewiec has worked for Cuyahoga County for over 20 years.
