Vendors Selected to Begin Work on County Solutions Through the Startup in Residence Program

Program Pairs County Departments with Technology Companies to Solve Challenges

– To solve County challenges in a new way, the Office of Innovation & Performance joined City Innovate’s Startup in Residence (STiR) Program in 2019. Now, four department projects submitted by the County have selected vendors to work together for 16 weeks to understand a process issue and work on a solution. If the solution is successful, the County and company can move forward into a contract.

The STiR Program works to engage with startups across the country in developing solutions to local challenges. This program will provide the opportunity to tap in to emerging technologies, enhance innovation and entrepreneurship and create change through leading by example both locally and nationally.

The projects moving forward for the County and their selected vendors include:
  • The Department of Children and Family Services will work with Triplog to develop an automated, easy-to-use travel reporting solution for staff completing required home visits, visiting children in foster homes and facilitating visitations between children and parents or other family members. The goal of this project will be to decrease time spent on administrative work and allow staff to focus on direct services to clients.
  • The Office of Early Childhood will work with Emgage, Inc. to develop a robust, easy-to-use solution to automate key program management functions for the Universal Pre-Kindergarten program. This project will streamline and simplify management of the Universal Pre-Kindergarten Program.
  • The Department of Development will work with Substructure Technologies to remove technological barriers to uploading and maintaining site data in the State of Ohio’s ZoomProspector system. It will also support the 59 municipalities in Cuyahoga County with the promotion of their available land and buildings to businesses. The system is anticipated to include a new front-end interface, integration with other existing data sources such as the Department of IT’s GIS System and better integration, site promotion and marketing with the ZoomProspector system.
  • The Sheriff’s Department will work with Cleveland-based company oBuilds, LLC to develop a seamless solution to improve visitor access management for the Cuyahoga County Jail.

“We are really excited to work with Emgage to transform all of the paperwork required to run our Universal Pre-K (UPK) program into an easy online computer system that will be user-friendly for families, providers and our staff,” said Director of Invest in Children, Rebekah Dorman. “Invest in Children is very proud to serve over 4,000 children in our UPK program and provide a very high-quality preschool experience. This project gives us the opportunity to improve our program infrastructure and computerize the back-office operations in a way that makes it easier on everyone involved in the program so the focus can be on kids and families, not paperwork.”

These vendors will be meeting with County departments in the coming weeks to complete initial discovery on the challenge. Going forward, the teams will work closely together on design of a solution for each individual challenge.
