The energy crisis programs are designed to help eligible low-income residents with heating and cooling costs during the most extreme temperature months of the year by providing a one-time annual benefit to assist residents with utility bill payments.

Winter Crisis Program

The Winter Crisis Program is a special component of the Home Energy Assistance Program that provides payment assistance to eligible households that are disconnected from their energy source, have a pending disconnection notice, or have less than a 10-day supply of bulk fuel.

Summer Crisis Program

The Summer Crisis Program is designed to assist low-income residents with summer cooling costs during July and August, two of the hottest months of the year in Ohio. The focus of the Summer Crisis Program is to provide utility bill payment assistance for residents 60 years of age and older or those with a certified medical condition.

Eligibility and Requirements

Applicants/households must meet the following eligibility requirements:

• You must meet the income guidelines
• Your household must include a resident over the age of 60 years old; OR
• A resident with a certified medical condition
