FitzGerald Expresses ‘Sense of Urgency’ on Regional Collaboration

CLEVELAND – Cuyahoga County Executive-Elect Ed FitzGerald addressed the Cuyahoga County Mayors and Managers Association today and expressed a sense of urgency about service sharing opportunities. He also announced his intent to develop a collaborative economic development policy for the region.
“It’s time to stop competing against ourselves and start competing against the world,” said FitzGerald. “One of my top priorities in the first 100 days will be to develop a collaborative economic development policy that works for every community and enhances our ability to attract new businesses and new jobs to this region.”
FitzGerald discussed the importance of the newly created position of Regional Collaboration Director and emphasized the need for communities to work together and share services where possible. He asked communities to commit to identifying the services that are most suitable for sharing amongst communities.
“We want to do things differently, so today I’m asking for your input and your help,” FitzGerald said. “I’d like for every city and village in Cuyahoga County to commit to developing a list of the services that can be most effectively shared between communities.”
Additionally, FitzGerald asked communities for a time table when services could be shared to expedite possible collaboration efforts and cited several successful efforts that are currently underway.
“By collaborating, we will strengthen our businesses and our economic base,” said FitzGerald. “Bilateral agreements like those by Mayor Frank Jackson between the City of Cleveland and partner cities have attempted to address the economic loss due to business relocations. Solon and Twinsburg have also adopted a workable collaboration agreement.”
FitzGerald also provided the mayors and managers with a progress report on the transition, which included starting an integrity audit and establishing the position of Inspector General; revamping the Board of Revision; establishing an open process for reviewing and hiring applicants for openings at the boards and commissions; developing CountyStat to analyze and measure the performance of county departments; and establishing a new, streamlined county organization structure.
