County Executive Armond Budish Announces New Leadership Positions

CLEVELAND – County Executive Armond Budish today announced four new appointments and one promotion to his leadership staff.
Douglas Dykes has been named Chief Talent Officer. Dykes comes from the Northeast Ohio Regional Sewer District where he has been Director of Human Resources since 2008. Prior to the Northeast Ohio Regional Sewer District, Dykes held leadership positions in human resources at Holden Arboretum and at the Regional Transit Authority. Dykes is known for building and leading strategic core human resource plans including talent acquisition, compensation, benefits, worker’s compensation and employee and labor relations.

Douglas is a great addition to our team. He is someone who will help to lead our thousands of county employees towards an even stronger service model.”
Ted Carter has been appointed Chief Economic Development Officer of Cuyahoga County. Carter was most recently the Executive Director of the Office of Economic Development for the City of Jacksonville Florida. As Executive Director of the OED, Carter was responsible for economic development and job creation county-wide. In the course of his tenure in Jacksonville, Carter was responsible for leveraging $700M in projected capital investment.
“Job Growth and Opportunity is paramount to this county,” said Budish. “We cannot be satisfied with the status quo; instead we must continue to attract businesses to the region and help grow the pool of available, good jobs for our residents. Ted has had significant success with this in Jacksonville and I am confident that Ted will lead our region forward with job creation.”
As part of the new leadership announcements, Budish has also named a Chief Information and Transformation Officer, Scot Rourke, and a new Chief Innovation Officer, Daro Mott. Together Rourke and Mott will design and build a transformation plan, focusing on changing processes in order to improve performance and efficiencies, which will save tax payers money.
Scot Rourke is co-founder and former President of One Community, a regional high speed fiber optic system that spans 40% of the state and served as a model in the use of technology to transform health, education, government, workforce and inclusion.
“Rourke is a renowned leader in information technology and developing innovative approaches aimed at transforming complex systems and organizations,” said Budish, “I am so pleased to be able to work with Rourke on what will truly be a transformational moment for our operations.”
Daro Mott, most recently the director of quality and performance at the Louisville-Jefferson County Metro Government under the Office of Mayor Fischer, joins as Chief Innovation officer. Mott’s area of focus while in Louisville was to integrate performance improvement and innovation systems throughout the metro government.
“Government that gets results is paramount to my administration,” said Budish. “With Mott on board we will have one of the leading experts in performance improvement in place. I look forward to seeing new efficiencies for all of our operations as we work to serve all the residents of Cuyahoga County.”
Also named to the Government Innovation Team is former Interim Director of Economic Development, Nathan Kelly. Kelly has been promoted to Director of Strategic Initiatives.
“As Interim Director of Economic Development, Kelly shepherded a number of innovative, sustainable approaches to economic development,” said Budish. “This new position will allow Kelly to continue the ground-breaking, excellent work he has already done for us.”
The county also acknowledged the efforts of the Greater Cleveland Partnership, the Cleveland Foundation and the George Gund Foundation in supporting the search process, those who participated in the interview and recruitment process, and the search firms who delivered such high quality candidates - Joan Jorgensen, of Jorgenson Consulting, and Matt Stencil of Heidrick and Struggles.
