County Proposes Expanded Funding for Road Programs to Increase Investment in Communities Experiencing High Poverty Levels

$17 Million Proposed Investment Into 27 Municipalities Based on Economic Health, Poverty Level, Poor Road Conditions, and Traffic
CUYAHOGA COUNTY, OH - Cuyahoga County has expanded its proposed investment between two County road programs, which would span across 27 municipalities in need of road improvement projects and would total over $17 million.
Projects were selected based on a variety of factors. Poverty level and economic health were strong factors in consideration. A community’s economic health is a census statistic that measures a community’s percent of households in poverty and average annual household income.
These projects will span across Cuyahoga County, in cities including Bedford Heights, Broadview Heights, Cleveland, Cleveland Heights, East Cleveland, Euclid, Maple Heights, Mayfield Heights, Parma, South Euclid and Warrensville Heights, among others.
Cuyahoga County Council will consider the approval for various projects under the 2021 and 2022 Local Operations Resurfacing 80-20 Program and the Local Resurfacing 50-50 Program.
The Local Operations Resurfacing 80-20 Program awards municipalities 80 percent funding of their projects. The County assists the community by providing construction services on these resurfacing projects. The County will contribute $7.5 million across six projects in 2021 and $5.2 million across five projects in 2022.
The Local Resurfacing 50-50 Program awards municipalities 50 percent funding of their projects, up to $250,000 per project. These projects are designed and constructed by the municipality with County review. The County reimburses eligible costs at the conclusion of the project. The County will contribute $5.025 million across 22 projects.
To expand the number of projects the County was able to fund, the County maximized federal funding to free up County dollars to make this investment. This expansion would allow for an additional $9.5 million in total project cost and add an additional five projects.
“There is huge need throughout the county for improved roads. Generally cities are responsible for road improvements,” said County Executive Armond Budish. “But we took a look at the communities facing higher levels of poverty and lower economic health and wanted to specifically do improvements in these areas to emphasize our continued dedication to investing in communities with a high need for support. People should be able to live in safe and healthy communities, no matter what their zip code is. I am grateful that we were able to expand our funding for these programs to work with a higher number of municipalities.”
