Second Round of Public Involvement for Hilliard Road Bridge Project in Rocky River and Lakewood

CUYAHOGA COUNTY, OH – The Cuyahoga County Department of Public Works (CCDPW) invites the public to view information online regarding the selection of a bridge structure type for the replacement of the Hilliard Road bridge over Rocky River, Valley Parkway, Cleveland Metroparks’ Rocky River Reservation, and Valley Parkway Trail.

Cuyahoga County is seeking additional public input regarding the selected bridge type. The meeting will be held in a virtual open house-style format from Wednesday, December 15, 2021, to Saturday, January 15, 2022. The virtual public meeting website will have information on the overall project, project updates, and selected bridge type, a summary of what was heard during the first round of public engagement, and the opportunity to submit input. Comments will be accepted at any time; however all comments received by January 15, 2022 will be included in the official project documentation.

The project is being developed with the assistance of the Ohio Department of Transportation and is tentatively planned for construction beginning in 2024. The project includes the addition of bicycle and pedestrian facilities on the bridge, consistent with the plans of the cities of Lakewood and Rocky River.

The first public meeting “open house” was held from February 1, 2021 to March 1, 2021.

The existing bridge is a concrete arch structure that is eligible for listing on the National Register of Historic Places. The existing bridge is continuing to deteriorate, with debris falling below. The portion of the bridge over Valley Parkway is currently protected by netting and the Valley Parkway Trail has been realigned to pass under the protected area.

In addition to the impacts to the historic bridge, minor environmental impacts including temporary fill in the Rocky River for construction access and minor wetland impacts are anticipated. There also will be temporary vehicular and pedestrian impacts within the park during construction under the bridge.
