Continuous Coverage Rules for Medicaid Set to Expire March 31, 2023

CUYAHOGA COUNTY, OH – Effective immediately, Cuyahoga Job and Family Services (CJFS) is completing the renewal process for Medicaid benefits. As part of the renewal process, CJFS will determine if individuals currently enrolled in Medicaid still meet federal income and other eligibility standards. Those deemed ineligible may be discontinued from coverage.

For the past 36 months, Medicaid recipients could not be discontinued from receiving Medicaid benefits due to the Families First Coronavirus Response Act (FFCRA) which allowed them continuous Medicaid coverage, even if they no longer met income and eligibility standards.

In late 2022, the continuous Medicaid coverage benefit ended with the Consolidated Appropriations Act of 2023 (CAA 2023) which separated the Medicaid continuous coverage requirement from the Public Health Emergency (PHE) declaration. This meant that the Medicaid benefits renewal process would return to pre-pandemic operations, and the automated renewal process would begin once again.

A return to routine operations in Ohio began in February 2023 for April renewals when the State of Ohio ran an automated renewal process for Medicaid benefits. For individuals successfully approved for April, a letter was mailed to notify them that their Medicaid benefits were renewed.

Those with an April 2023 renewal who could not be renewed automatically will receive a renewal packet in early March which is due by March 31. Customers who don’t return their renewal packets may have Medicaid benefits discontinued effective May 1, 2023.

The State of Ohio will continue this renewal process moving forward. In March, the state of Ohio will run an autorenewal batch for May 2023 renewals.

Customers who wish to renew their Medicaid benefits can complete the Medicaid renewal form mailed to them or pick one up at one of the below locations and send it back in one of the following ways. A telephone call or interview is not required to renew Medicaid benefits.

Customers may call the Eligibility Contact Center at 1-844-640-OHIO (6446) to complete the Medicaid Renewal over the phone. Select the option to “Renew Medicaid Benefits”.
