Cuyahoga County Releases Housing Study

The County will make strategic investments to address regional housing challenges  

CUYAHOGA COUNTY, OH  Cuyahoga County released the findings of its comprehensive Countywide Housing Study, completed by the Levin College of Public Affairs and Education at Cleveland State University. The study, which will guide housing policies and priorities, was commissioned by the County’s Department of Housing and Community Development and conducted through 36 in-depth interviews between May and August 2024.

 

Key themes emerging from the study include housing affordability, aging infrastructure, the need for robust rehabilitation programs, the shortage of habitable houses, rental housing challenges, and the importance of intersectional and advocacy-informed approaches.

 

“We know that safe, stable housing is the foundation for families and communities,” said Cuyahoga County Executive Chris Ronayne. “This study affirms the challenges we’ve heard directly from residents, housing advocates, and local leaders. We will use this data to strategically invest in the housing solutions our communities need.”

 

After a review of the study’s recommendations, the Ronayne Administration will provide the following pending County Council approval:

 

  • In collaboration with the Cuyahoga County Planning Commission, the County will identify residential parcels in suburban neighborhoods and support communities in developing a comprehensive housing plan tailored to their specific needs.
  • $50,000 to enhance data tracking and monitoring of housing conditions countywide.
  • $500,000 will fund home repairs on rental properties, ensuring more habitable and safe living conditions for tenants.
  • $1 million from the County Housing Fund to establish a revolving, low-interest construction loan program for affordable single-family homes in inner ring suburbs. Upon the sale of a house, a portion of the proceeds will be used to assist with down payments for eligible homebuyers.

 

“This work reinforces our belief that housing is not a standalone issue. It’s connected to health, education, safety, and opportunity,” said Sara Parks Jackson, Director of the Cuyahoga County Office of Housing and Community Development. “We’re focused on increasing the supply of quality, affordable homes and equipping our communities with the tools to sustain them.”

 

The County plans to continue engaging with municipalities, developers, nonprofit partners, and residents as it implements these recommendations.

 

“This is a critical step forward for Cuyahoga County. This report shows how coordination, smart policy, and thoughtful investment can move us toward lasting solutions,” said Molly Schnoke, Director, Center for Economic Development at the Levin College of Public Affairs and Education. “The County is not just listening; they’re committing real resources to the work of change.”
