Cuyahoga County Announces More Than $4.37 Million in Housing Investment Opportunities

Funding will expand housing supply, increase home ownership, and strengthen neighborhoods

 

CUYAHOGA COUNTY, OH - The Cuyahoga County Department of Housing and Community Development (HCD) is pleased to announce the release of three Request for Qualifications (RFQs) representing more than $4.37 million in housing investments designed to expand housing opportunities, increase homeownership, and strengthen neighborhoods throughout Cuyahoga County.

 

“Like cities and municipalities across the country, Cuyahoga County faces a shortage of safe, accessible housing,” said Anthony Scott, Director of the County’s Department of Housing and Community Development. “My goal is to ensure people have access to a true home, not just apartments or houses. This funding will help us bring together partners to expand the housing supply, create more opportunities for older adults and underserved residents, and strengthen access to stable, affordable housing.”

 

Funded through the Federal HOME Investment Partnerships Program and the County's Housing Fund Pilot, these procurement opportunities seek qualified organizations to partner with Cuyahoga County in administering and implementing key housing initiatives. Together, they represent a coordinated investment in housing development, homeownership, and innovative financing solutions that will benefit residents and communities across the county.

HOME Affordable Housing Development Projects

Funding Available: $1,570,000 (Federal HOME Investment Partnerships Program Funds).

Deadline: August 19, 2026 at 11:00 a.m.

 

The HOME Affordable Housing Development Projects RFQ seeks qualified housing developers to construct, rehabilitate, or preserve affordable housing throughout Cuyahoga County using Federal HOME Investment Partnerships Program funds.

 

The County is seeking experienced development partners capable of delivering quality housing projects that are financially sound, development-ready, and positioned to create long-term community benefit. The selected projects will increase the supply of quality affordable housing while leveraging additional public and private investment throughout Cuyahoga County.

 

Housing Fund Pilot Administrator

Funding Available: $2,000,000

Deadline: August 21, 2026 at 11:00 a.m.

 

The Housing Fund Pilot Administrator RFQ represents an important milestone in launching Cuyahoga County's locally controlled Housing Fund Pilot. Unlike federally funded programs, the Housing Fund is designed to provide flexible financing solutions that respond to local housing priorities and address funding gaps that traditional financing sources often cannot.

 

The County is seeking a qualified administrator to manage the Housing Fund Pilot, oversee program implementation, coordinate financing opportunities, and help leverage additional public, private, and philanthropic investment. The selected organization will play a central role in implementing one of the County's newest housing initiatives while expanding access to safe, quality, and affordable housing.

HOME Down Payment Assistance Program

Funding Available: $800,000

 

The HOME Down Payment Assistance Program RFQ will be released on Monday, August 3, 2026.

 

The County is providing advance notice of this procurement to allow interested organizations time to prepare for the solicitation. Once released, the RFQ will seek a qualified organization to administer the County's HOME Down Payment Assistance Program for income-eligible homebuyers.

 

The selected administrator will assist prospective homeowners throughout the homebuying process by determining eligibility, coordinating with participating lenders, ensuring compliance with federal HOME requirements, and managing day-to-day program operations. The program is intended to reduce financial barriers to homeownership and expand opportunities for eligible households throughout Cuyahoga County.
