Rick Manoloff has served as the County’s Chief Legal Officer since 2023

CUYAHOGA COUNTY, OH - Cuyahoga County Executive Chris Ronayne announced today that Director of Law Rick Manoloff will step down from his role for personal reasons.

“Rick has been so much more than our Director of Law. He has been a trusted advisor, valued colleague, friend, and true leader in county government,” said Cuyahoga County Executive Chris Ronayne. “His expertise and a commitment to public service have been evident in every aspect of his work for Cuyahoga County. We will miss him, both professionally and personally, and we wish Rick and his family nothing but the very best in this next chapter.”

Since 2023, Manoloff has served as the County’s chief legal officer and has provided counsel and leadership on many of the County’s most significant projects and initiatives. His contributions include bond financing for the Central Services Campus, the renegotiated jail agreement with the City of Cleveland, Courthouse Capital Funding agreement, and the countless pieces of important legislation. His work has touched every part of County government and helped advance major investments and priorities.

“It has been an incredible honor to serve Cuyahoga County and the people who call this community home,” said Rick Manoloff, outgoing Director of Law for Cuyahoga County. “I am proud of the work we have accomplished together and, most of all, proud of the team we have built in the Law Department. I am grateful to Executive Ronayne for the opportunity to serve, and to my colleagues across County government for their partnership, trust, and friendship. While it is difficult to say goodbye, I know the County is in very capable hands, and I will always be grateful for my time here.”

Rick Manoloff’s last day as Director will be Friday, September 11, 2026. Greg Huth will serve as the Interim Director of Law during the transition.
