August 7, 2026
- Completed demo of remaining existing structure at outlet end 06/16/26.
- Completed placement of piling at outlet end of proposed culvert on 06/24/26.
- Outlet footer placement completed 07/27/26.
- Remainder of precast box culvert sections placed 08/03/26.
- Waterproofing of boxes set completed 08/04/26
- Backfill on sides, top of new culvert boxes set, up to proposed wing walls.
- Start of wall form install for proposed outlet wing walls.
Up Coming Work:
- Finish installation of form work, reinforcing steel for outlet wing walls, outlet headwall.
- Waterproofing, backfill work associated with outlet wing walls.
- Outlet headwall placement.
- Parapet wall construction at outlet end of culvert.
Notes:
- Project is substantially delayed per utility relocation work by CEI. Catts Construction had completed all work possible up to CEI duct located on west side of existing culvert structure.
- Contractor pulled off site on April 29th, returned to site June 15th to complete remainder of project work.
- Based on work left to complete remainder of culvert install, with utilities now out of the way, anticipated road opening on Warner looks to be late summer, early fall of 26.

- Detour route in place, westbound Warner Road traffic closed at Canal Road.
- Detour route utilizing Canal Road southbound to Granger Road westbound.
June 24, 2026
Progress:
- No work was performed from April 29th to June 14th per contractor mobilizing off site, result of completing all work possible around energized CEI duct on west end of existing culvert structure.
- CEI de-energized, removed the duct week on June 1st.
- Catts Construction mobilized back to site on June 15th for completion of project.
Up Coming Work:
- Demolition, removal of remainder of existing culvert structure, west end completed on 6/16.
- Excavation for placement of 12” pipe pile for proposed footers on outlet end of new box culvert.
- Placement of reinforced concrete footers for proposed wing walls, box culvert at outlet end.
- Placement of proposed wing walls, head wall on new footers at outlet end.
Notes
- Project is substantially delayed per utility relocation work by CEI.
- Catts Construction has completed all work possible, up to CEI duct located on west side of existing culvert structure.
- Contractor pulled off site on April 29th , returned to site June 15th to complete remainder of project work.
- Based on work left to compete remainder of culvert install, with utilities now out of the way, anticipated road opening of Warner Road looks to be summer, early fall 2026.

May 12, 2026
Progress:
- Completed placement of parapet walls on wingwalls/headwall, inlet end.
- Elastomeric sealed outside (far faces) of wingwalls, headwall, inlet end.
- Placed Type C rock channel adjacent to wingwalls, box culvert, inlet end.
- Completed lowering of 12” watermain, including install of new valves.
- Placed soils on sloped adjacent to wingwalls to meet proposed, final grades at inlet end.
Up Coming Work:
- No work scheduled on the project until CEI removes duct from west end of existing culvert structure.
Notes
- Project is substantially delayed per utility relocation work by CEI.
- Catts Construction has completed all work possible, up to CEI duct located on west side of existing culvert structure.
- Contractor pulled off site on April 29th, will return to complete demo work once CEI duct is de-energized, removed.
- Per correspondence with CEI aerial work in progress to re-route feeds for purpose of removing duct on existing culvert.
- CEI has notified the County it will take an additional month to complete their aerial, alternate feed work.

April 6, 2026
Progress
- Demoed portions of existing culvert structure up to 12” watermain, active CEI duct.
- Completed footers for box section, wing walls at inlet end.
- Completed rear, forward wing walls, headwall over culvert at inlet end.
- Placement of wall forms, form liners for proposed parapet walls inlet end.
- Constructed portions of structural aggregate base for proposed box culvert sections placed.
- Delivered, placed 8 each, 16’x9’ box culvert sections. Backfill same.
- Installed porous backfill behind wing walls. Waterproofed box culvert sections, waterproofed near sides of wing walls, headwall over culvert.
Upcoming Work
- Completion of rear, forward parapet walls with architectural treatment, inlet side.
- Placement of twin tube steel railing on new parapets, inlet side.
- Lower 12” watermain, test, chlorinate, place new section in service, removed abandoned 12” watermain.
- Placement of soil is associated with new wing walls.
- Demo additional portions of existing culvert structure at outlet end to facilitate install of proposed piling.
Notes
- Project will be substantially delayed per utility relocation work by CEI.
- Catts Construction is currently performing work that can be completed safely per CEI duct not having been relocated.
- Contractor intends to complete all work possible to a point at which the CEI duct must be relocated and de-energized.
- This will push completion of new culvert into Spring/Summer of 2026.
- Work efforts to complete new culvert past the halfway point dependent on when CEI starts, finished duct relocation.
- CEI has stated they are scheduled to be on site in March, work duration of six weeks to relocate the duct.
- As of April 3rd, CEI has not net started duct relocation work on site.

February 18, 2026
- Enbridge completed installation of the new gas main through canal at culvert site
- Catt has been onsite to continue demolition work.
- One half of existing culvert structure was demoded, removed.
- Piling, concrete footers complete on inlet (south) side of proposed culvert structure.
Up Coming Work:
- Perform undercut, placement of structural backfill for proposed box culvert sections.
- Construct headwall, wingwall at inlet (south) side of proposed box culvert.
- Placement of few sections of the new culvert.
- Most likely suspend all work at some point, as CEI duct is still in place, not relocated.

- Project will substantially be delayed per utility relocation work by CEI.
- Catts Construction is currently performing work that can be completed safely per CEI duct not having been relocated.
- Contractor intends to complete all work possible to a point at which the CEI duct must be relocated and de-energized.

- Catts Construction scheduled to re-start work on January 5th for demo of remaining portions of existing culvert.
- Due to CEI vacating their duct on culvert, project work will likely be suspended until duct is removed.

- Project will substantially be delayed by utility relocation work per CEI. This will push the completion of new culvert into Spring/Summer of 2026.
- Work efforts to complete new culvert will be dependent on when CEI completes the duct relocation.

November 14, 2025
- Cofferdams were installed north and south of existing culvert 9/19 & 9/20.
- Demoed middle portion of existing culvert structure to facilitate Phase II install of gas main be Enbridge.
- Sumps placed, pumping water from under the culvert are ongoing.
Up Coming Work:
- Phase II Enbridge gas main install to begin this week- a 4-week duration.
Notes:
- Month of November/December will involve work to facilitate Phase II installation of new Enbridge gas main. Per Enbridge, gas main needs to be in-service by cold weather months.
- Project will then be idle, as CEI will be on site to relocate electrical duct, duct currently running through existing culvert structure, preventing any further work on culvert construction.
- Cuyahoga County in contact with CEI to determine when this work will start/finish.
- Once duct work is removed, CATTS Construction has notified County they plan on mobilizing the site to begin work on project.
- Project will be substantially delayed by utility relocation work per CEI.
- CEI scheduled to start relocation work in December 2025.
- This will push completion of new culvert into Spring/Summer of 2026.
- Work efforts to complete new culvert will be dependent on when CEI completes duct relocation, weather conditions.

- Gas Company, Enbridge to complete installation of new gas main under canal.

Notes
- Project culvert closure has been on hold since June 23rd per Enbridge having to complete concrete restoration on Canal Road as conclusion to Phase I gas main relocation.
- Concrete restoration is currently underway, with an anticipated completion date of August 4th.
- The above has significantly delayed the start of culvert replacement.

- Message boards are in place with anticipated closure date.
