What has become known simply as House Bill (HB) 86 is a multi-faceted reform of many aspects of the criminal justice system that became law on September 30, 2011. A major focus of the legislation is sentencing reform. By emphasizing rehabilitation over punishment, the legislation attempts to advance societal understanding of treatment and prevention.
