Time is Running Out to Challenge Your Property Value
Property owners must submit a complaint to the Board of Revision by March 31 to dispute property valuation
Cuyahoga County, OH - Property owners wishing to challenge their property valuations for tax year 2025 must file a formal complaint with the Cuyahoga County Board of Revision (BOR) by March 31, 2026.
All complaints must be received by the BOR by March 31 at 11:59 p.m. EST or bear a United States Postal Service postmark of March 31, 2026 or earlier. The BOR will reject all complaints bearing non-USPS postmarks received after March 31, 2026.
There are several ways to file a complaint:
- Filing online is FREE and EASY, with no need for postage, parking fees, or standing in line. Complaints can be filed online using a valid email address, which bypasses the requirement for a notary.
- Print a hard copy of the Complaint Form, which requires notarization.
- Contact the Board of Revision at 216-443-7195 to request a complaint form be mailed.
- Pick up a complaint form from the BOR office located at 2079 East 9th Street, second floor, Cleveland.
When filing a valuation complaint, property owners will need to provide an opinion of value and documents to support their claim, which can include, but is not limited to:
- A complete appraisal report from the last calendar year
- Dated photographs of the property showing current conditions
- Certified repair estimates from a contractor
- Purchase agreement with closing statement
- New construction costs certified by a builder (hard and soft costs)
Property owners do not need to submit evidence at the time of filing the complaint. Evidence can be submitted up to 7 business days before the scheduled hearing. Taxpayers can visit the BOR’s website to find additional instructions for filing as well as examples of different types of evidence that can be submitted to support the opinion of value.
The BOR conducts hearings in-person, virtually, and by phone.
