Jeff Foerg, Department of Information Technology - Geographic Information Systems

Jeff Foerg is a resident of University Heights. After graduating from St. Ignatius High School in 2014, he went on to Saint Louis University where is working towards a B.S. in Business Administration with a concentration in Economics. At college, he also serves as an intern on the school’s IT Strategic Planning Committee, and is a member of the Student Government Association. Eventually, he hopes to obtain a joint-degree in law and public administration and pursue a career in public policy. In his free time, Jeff can be found running at the Shaker Lakes or in the MetroParks’ Rocky River Reservation, and dining in Tremont. This summer he is working with the IT Department’s GIS Division to draw up a Data Governance Plan that will enable the County to use and distribute data efficiently and effectively. Jeff is incredibly thankful for the opportunity that the County Fellowship Program has provided in helping him to eventually come back to Cleveland and help the city he loves through public service.

Saida Gjinatori, Office of Innovation and Performance

Born and raised in Albania, Saida resides on the west side of Cleveland. She is a rising senior at John Carroll University, working toward a Bachelor of Science in Economics with a minor in Statistics. Saida serves as an assistant in JCU’s Statistics Lab, and also works as a private statistics tutor. In the Office of Innovation, she is part of the project team working to improve the efficiency of the County’s tax collection process, and is assisting with the redesign of the CountyStat performance measurement program. She appreciates being part of the effort to instill accountability, transparency and efficiency in local government. During her free time, Saida is active in supporting a number of social and political causes. Upon graduation from John Carroll, Saida plans to pursue a graduate degree in economics, further studying how to use research and statistics to guide public policymaking.

Moriah Lieberman, Division of Jobs and Family Services

Moriah is a resident of Moreland Hills. She is a recent graduate of The Ohio State University where she studied Political Science and Economics. During her Fellowship with the County’s Division of Jobs and Family Services, Moriah is working to build a database that will track questions about the upcoming changes to Medicaid. In her spare time, she enjoys walking in the Cleveland Metroparks and trying different restaurants. Next year, Moriah will serve as a Legislative Service Commission (LSC) Fellow for the Democratic Caucus of the Ohio General Assembly.

Simone Malone, Department of Regional Collaboration

Simone is a junior Political Science major at Baldwin Wallace University. Her interests are centered around community organizing, education, and urban infrastructure. These have been shaped by her participation in BW’s Urban Semester experiential learning program, an internship at Esperanza Inc. and by her college coursework. At the County, Simone is working in the Department of Regional Collaboration, which is leading efforts to bring efficiency and smart governance to Cuyahoga County residents. She has particularly enjoyed meeting with agencies - both internal and external - to have tabletop conversations about how the County can support their efforts to serve the needs of their communities. After college, Simone plans to pursue a Law Degree to positively impact the laws and policies that govern urban communities.

Alexandra Manoloff, Office of Innovation and Performance


Urban Studies Fellow, Princeton Association of Northern Ohio

Alex Manoloff graduated from Rocky River High School in 2014 and has just finished her second year at Princeton University, where she studies Operations Research and Financial Engineering. Alex is interested in statistics, probability in stochastic systems, linear programming, economics, linguistics, and their applications in an urban setting and governance. During her time with the County this summer, she looks forward to contributing to the Office of Innovation and Performance and its mission to make data-driven decisions and improve efficiency in government agencies.

Sean Manning, Department of Communications

After graduating from Lake Catholic High School in 2014, Sean began college at Brown University where he is pursuing an AB in Political Science. His main area of interest is strategic communications, which he became fascinated with while interning for Ohio Congressman Tim Ryan and Rhode Island Governor Gina Raimondo. After his fellowship ends, he will take a short break from school and remain in Cuyahoga County to work for the Ohio Democratic Party’s Coordinated Campaign through November.

Jessica Ramser, Department of Sustainability

Jessica Ramser is a recent graduate from DePaul University with a degree in Political Science. As a summer fellow with the County’s Department of Sustainability, Jessica will be working on a variety of projects including solar co-ops, grant proposals, and outreach to the community. One of her favorite ways to spend time in Cuyahoga County is running through the Cleveland Metroparks. She plans to take a gap year to work and travel before attending law school in the fall of 2017.

John Vodrey, Department of Development

A graduate of Shaker Heights High School, John is a rising sophomore at American University. He is pursuing a BA in Interdisciplinary Studies: Communications, Legal Institutions, Economics, and Government; a minor in History; and a certificate in Advanced Leadership Studies. Previously, John conducted research for Shaker Heights’ Climate Change Task Force, interned at the City Club of Cleveland, and volunteered for several political campaigns. John is excited to be experiencing Cleveland’s ongoing revitalization first-hand as he works in the County’s Department of Development.
