Led by Law Director Richard D. Manoloff, our department provides legal guidance to protect and support Cuyahoga County. We serve as legal counsel for the County Executive, County Council, and all County departments, agencies, boards, and commissions, ensuring compliance with laws and regulations.
What We Do:
- Provide Legal Counsel – Advise County leaders and departments on legal matters.
- Contract Oversight – Draft, review, and negotiate agreements to protect the County’s interests.
- Legal Representation – Defend and advocate for the County in court, administrative proceedings, arbitrations and hearings.
- Regulatory Compliance – Ensure adherence to local, state, and federal laws.
- Labor Negotiations – Negotiate, draft and administer collective bargaining agreements on behalf of the County.
- Government Transparency – Uphold accountability and ethical governance.

Human Rights Commission
FOR INTERNAL AND PUBLIC USE
The HRC ensures equal opportunity and treatment for county citizens. Discrimination complaints go through an administrative hearing, a neutral process that the HRC oversees, to enforce the County’s Anti-Discrimination Ordinance.
