The Veterans Memorial Bridge (VMB) Connectivity Plan is a multi-year planning, design and engineering project to identify public access to and through the former streetcar level of the Veterans Memorial Bridge. While the plan is in an early stage, the preliminary public access connections and the lower deck layout concepts are available in the June 2026 VMB Connectivity Plan Executive Summary Sheet.

Background
In 2024, Cuyahoga County secured a grant through the U.S. Department of Transportation to update the concept developed for public access on the former streetcar level of the bridge in the 2013 Detroit Superior Bridge Connectivity Plan. The project is being led by the Cuyahoga County Department of Public Works in partnership with the Ohio Department of Transportation, the City of Cleveland, the Cleveland Metroparks, and nearby project stakeholders. The project team collected public input on preliminary access points and possible uses of the space throughout the summer of 2025. View the summary of public feedback.

The 2013 Detroit-Superior Bridge Connectivity Plan, funded by the Northeast Ohio Areawide Coordinating Agency's Transportation for Livable Communities Initiative (TLCI) program, developed a vision for activating the lower deck of the Veterans Memorial Bridge.
