Eligibility
Your Benefits
You are eligible to enroll in benefits if you are a regular full-time or part-time Cuyahoga County employee who is hired to work at least 30 hours per week or average at least 30 hours per week measured annually.
The employee’s eligible dependents may also participate in benefits offered by Cuyahoga County. An eligible Dependent is considered to be:
- Legal spouse, provided you are not legally separated; or,
- Biological child or stepchild, through the end of the month of his/her 26th birthday.
- Minor child(ren) under permanent legal guardianship of the employee or covered spouse for the duration of the order
Benefit Election Changes
All benefits elections will remain in effect until the following plan year unless you experience an IRS Section 125 or Special Enrollment permitted qualifying life event.
Qualifying life events include among others:
- Marriage, divorce, or legal separation
- Death of spouse or other covered dependent
- Birth, adoption of a child, or legal guardianship of a minor child
- Spouse’s employment change resulting in a gain or loss of other coverage
- Employee’s loss or gain of other coverage, including Medicaid
- A dependent’s loss or gain of other coverage, including Medicaid
- Employee experiences a reduction in standard work hours that changes coverage eligibility
If an employee experiences a qualifying life event, they must submit a benefits change form with supporting documentation to Cuyahoga County HR Employee Benefits within 30 consecutive days of the effective date. For gain or loss of Medicaid/CHIP coverage, 60 consecutive days are permitted.
