About Us


The Personnel Review Commission (PRC)’s responsibilities and authority are defined in the County Charter. The PRC is responsible for hearing certain employee appeals that were previously heard by the State Personnel Board of Review. The PRC is also responsible for administering a countywide classification and compensation system as well as ensuring an employment system based on merit and fitness. The PRC conducts civil service testing, and is responsible for ensuring consistency, standardization and compliance in many of the County’s Human Resources practices.

The PRC has developed a five-year strategic plan which is based on the PRC’s mission, vision and values.

The PRC’s mission: Through our commitment to accountability and operational excellence, the PRC develops and administers an equitable employment system for the County's employees so we can all provide optimal service to citizens of Cuyahoga County.

The PRC’s vision: The PRC envisions a County workforce built on principles of merit, fitness, equity and accountability, a workforce that provides excellent service to the County's citizens and ultimately contributes to the region's economic strength and competitiveness.

The PRC’s values: The PRC embraces these values in our work:

  • Equity – In our work, we strive to ensure equity in our treatment of applicants, employees and parties to appeals; we strive to ensure equitable policies and practices in the County’s employment systems which fall under the purview of the PRC’s oversight responsibility
  • Accountability – The PRC strives to keep its commitments to its stakeholders, who include citizens applying for classified positions with the County, and the County taxpayers who provide resources for our work, hiring managers, human resources partners and current/future employees
  • Operational Excellence – The PRC promotes a culture of continual improvement as we strive toward excellence in all our operational responsibilities: employment testing, classification and compensation administration, appellate and compliance functions

 

The Commissioners

The County Charter requires the County Council to appoint three Personnel Review Commissioners who shall be electors of the County with experience in personnel matters or personnel administration.

The Charter also requires the Commissioners to be supportive of equal opportunity considerations, and that no more than two of the three are members of the same political party. The term of office for the Commissioners is six years, which is staggered so no term expires within less than two years of the expiration of any other term.

The current Commissioners include experienced professionals who bring a unique combination of experience and knowledge of public sector employment to their work for the PRC. The Commissioners are either employment attorneys and/or human resources professionals. Although the Commissioners hold full-time positions with other employers, they attend regular and special PRC meetings as well as issue final orders on appeals before the Commission.
