The Cuyahoga County Administrative Procedures Act establishes the Administrative Rules Board (ARB) in Section 205.09 of the County Code. The Act governs how County entities may adopt, amend, or rescind administrative policies, rules and regulations in Chapter 113 of the County Code. The ARB meets on a bi-weekly basis. All meetings are open to the public.

This committee provides internal auditing to assist the County Executive, Fiscal Officer, the County Council and other county officers and departments funded in whole or in part by County funds. The goal of the Audit Committee is to provide efficient and effective services to County residents. The Audit Committee provides direction and guidance to the County's Department of Internal Auditing, including establishing and amending relevant rules and operations.

The Cuyahoga County Budget Commission is composed of three elected officials; the County Fiscal Officer, County Prosecutor, and County Executive. The County Fiscal Officer serves as the Secretary to the Commission and employs a staff to execute the statutory functions of the Budget Commission.

The Department of Internal Audit, established under Cuyahoga County Charter Article XI, serves under the direction of, and performs such functions on behalf of, the County Audit Committee as the Committee shall prescribe. The Cuyahoga County LEPC provides the following general services to the public, other government agencies and regulated facilities: data processing for annual chemical inventories for an estimated 800 facilities, planning for emergency response to emergency releases of hazardous substances, receipt of emergency notifications when hazardous substance releases occur, providing information about local chemical inventories and emergency releases to the public, and coordination of training and exercises for emergency response.

In addition to hearing appeals previously heard by the State Personnel Board of Review (SPBR), the PRC is responsible for administering a countywide classification and compensation system. The Probate Court is established in each county of Ohio to supervise the administration of the estate of a decedent who was a legal resident in the county at the time of his or her death. Other matters within the Probate Court's jurisdiction are: issuance of marriage licenses, adoptions, guardianship proceedings, the involuntary commitment of the mentally ill, and land appropriation cases.

Senate Bill 47 effective June 12, 2003 was enacted by the 125th General Assembly to extend the time within which certain Military Personnel must pay real property and manufactured home taxes. Under SB47, members of the National Guard or reserve components to the U.S. Armed Forces can take advantage of this property tax deferral, when they are called to active duty for any reason.

The Real Estate Taxation department is responsible for the transfer and conveyance of all documents conveying interest in land, minerals or mineral rights, such as Deeds, Affidavits, Certificates of Transfer, and Certified Copies of Court Judgment Entries. It is also responsible for the collection of all fees and revenues associated with said transfers. The other primary function of the office is tracking the chain of title for all properties in Cuyahoga County as to accurately reflect ownership for tax purposes.

Area 3 Workforce Development Board (WDB) serves as the advisory body for the City of Cleveland and Cuyahoga County Departments of Workforce Development. The purpose of the department is to provide resources and information through the OMJ|CC system to assist area businesses with their hiring and training needs in order to stay competitive in today’s environment, and to provide residents of Cleveland and Cuyahoga County with the tools necessary for a competitive and successful job search.
